Feedback is open from Wednesday 29 April until 5pm Tuesday 26 May 2026.

Every year, Council is required to review its adopted Delivery Program, prepare an annual Operational Plan, and review its Long-Term Financial Plan. These plans must be placed on public exhibition for a minimum of 28 days. As in recent years, other components of the Resourcing Strategy have also been reviewed.

About the Revised Delivery Program 2025-29, Operational Plan 2026-27, and Fees and Charges 2026-27

The Delivery Program contains term achievements which are Council’s commitments during its term of office. They identify how Council will work towards achieving the community’s vision and priorities identified in the Community Strategic Plan.

The Operational Plan directly addresses the activities outlined in the Delivery Program, identifying specific projects, programs or actions to be undertaken within the financial year. A detailed budget for the actions is included in the Operational Plan as well as a Statement of Revenue Policy.

The Delivery Program and Operational Plan are integrated into one document. Fees and charges for 2026-2027 are presented as a separate document.

About the Resourcing Strategy 2026-2036

All three components of the Resourcing Strategy have been reviewed to incorporate updated asset, financial and workforce information.

The Long Term Financial Plan provides a comprehensive set of long-term financial projections based on a set of assumptions. It outlines the financial implications of maintaining current service levels and delivering planned capital works programs.

The Asset Management Strategy provides information on how Council’s asset portfolio supports the service delivery needs of the community both now and over the next 10 years. It has been revised to align with Council’s revised Long Term Financial Plan. Capital expenditure data and the required renewal costs have been included to establish Council’s funding gap for infrastructure assets.

The Asset Management Policy is an overarching policy statement for asset management, and forms part of the Asset Management Strategy.

The Workforce Management Strategy links the delivery of strategies and services and their associated workforce implications. It has been revised to reflect current workforce statistics and policies.
