IPART's independent consultation closed on 9 March 2026. IPART will release its decision in June 2026.

If IPART approves the application, the rate increase would take effect from July 2026.


Update: 16 February 2026

Following Council's December 2025 resolution, we have submitted a Special Rate Variation (SRV) application to the Independent Pricing and Regulatory Tribunal (IPART). The application proposes a 29% rate increase from 2026-27 (comprising a 24.6% SRV and the 4.4% statutory rate peg).

If approved, the SRV would deliver an additional $20.7 million annually for accelerated improvements to community buildings, drainage, recreational facilities, footpaths and other infrastructure, plus funding for the St Ives Indoor Sports Centre loan.

Council's decision follows community engagement between July and September 2025, which found overall support for an SRV to improve local infrastructure.

Update: 18 December 2025

Council at its meeting of 16 December 2025 resolved in part to approve for Council to apply to the Independent Pricing and Regulatory Tribunal (IPART) for a Special Rate Variation (SRV) of 24.6% to begin from 1 July 2026 which, when combined with the confirmed 4.4% rate peg, will result in a 29% rate revenue increase in 2026/27, with rates to increase in line with the rate peg in future years.

Council is seeking community feedback on the revised long-term financial plan and asset management strategy.

These plans incorporate and explain the benefits of a proposed 24.6% Special Rate Variation (SRV) and 4.4% rate peg (totalling 29%) to apply from 1 July 2026.

The SRV will deliver an additional $20.7 million in funding each year for accelerated improvements to community buildings, drainage, recreational facilities, footpaths, other infrastructure (including traffic and transport facilities) and construction of the St Ives Indoor Sports Centre.

This exhibition follows extensive community engagement on four rate increase options between July-September 2025, which found overall community support for a SRV to improve local infrastructure.
